Jaclyn Harris

Neighborhood Law Corps Attorney

Ms. Harris is an attorney in the Neighborhood Law Corps, part of the City Attorney's Affirmative Litigation, Innovation & Enforcement Division.

The Neighborhood Law Corps is an award-winning program that focuses on difficult issues facing neighborhoods including human trafficking, substandard housing and public safety. Ms. Harris is assigned to OPD Command Area 3 (Eastlake, San Antonio, Fruitvale, etc.)

Prior to joining the NLC, Ms. Harris served as a Yale Public Interest Fellow with the City Attorney's Community Lawyering & Civil Rights Unit (CLCR). Her fellowship focused on institutional development of the CLCR as well as housing litigation and policy. Her work included investigation and prosecution of violations of Oakland’s Tenant Protection Ordinance and state and local public nuisance laws in addition to researching and drafting affordable housing-related legislation.

During law school, Ms. Harris clerked for the Civil Rights Division of the United States Department of Justice in Washington, D.C., the NAACP Legal Defense Fund in Washington, D.C. and Gupta Wessler PLLC, a public interest appellate litigation boutique in Washington, D.C. She was co-Editor-in-Chief of the Yale Journal on Regulation and represented local students facing expulsion through the Educational Opportunity and Juvenile Justice Clinic.
