Zoe Savitsky

Supervising Deputy City Attorney, Community Lawyering & Civil Rights Division

Zoe M. Savitsky (she/her/hers) supervises the City Attorney’s Community Lawyering and Civil Rights Division.

Ms. Savitsky joined the Oakland City Attorney’s Office in 2019. Before joining the Office, Ms. Savitsky was Deputy Legal Director at the Southern Poverty Law Center (SPLC), where she led SPLC’s Children’s Rights practice group. In that role, she led the development of SPLC’s vision, strategy, and priorities for children’s rights, which included stopping the school-to-prison pipeline, fighting for educational equity, and protecting children’s access to health and mental health care. Prior to SPLC, Ms. Savitsky served as trial attorney in the Educational Opportunities Section of Civil Rights Division of the United States Department of Justice. In that role, she investigated and litigated systemic civil rights cases against local and state education agencies nationwide; she also served as Policy Counsel to the Division. Throughout her career, Ms. Savitsky has served in a variety of litigation, policy, and research roles, working on a range of issues including juvenile justice reform, reproductive justice, tax policy, and homelessness.

Ms. Savitsky graduated from U.C. Berkeley School of Law, and received her undergraduate degree in psychology from Harvard College.
