City Attorney Barbara Parker names veteran municipal lawyer and lifelong Oakland resident to head Advisory Division of the Oakland City Attorney’s Office
OAKLAND, CA – Veteran City lawyer Doryanna Moreno has been appointed to lead the Advisory Division of the City Attorney’s Office and act as second-in-command to City Attorney Barbara J. Parker, Parker announced Wednesday.
Moreno is a highly respected municipal attorney with more than 20 years of experience in the Oakland City Attorney’s Office. As Chief Assistant, her responsibilities will include overseeing all legal advice provided to City Departments, Agencies, Boards and Commissions.
“I have had the privilege of working with Doryanna as a colleague and a supervisor. The City is well-served by her skill, strong principles, pragmatism and dedication to public service,” Parker said Wednesday. “Doryanna’s expertise in complex areas of municipal law will help to protect taxpayer
resources and keep Oakland in the strongest possible legal standing.”
Moreno is a lifelong Oakland resident who attended Fruitvale Elementary School, Bret Harte Middle School and Skyline High. She earned an undergraduate degree in anthropology from UC Berkeley and graduated from UC Berkeley’s law school in 1987.
Moreno has worked on an extensive range of legal issues during her tenure in the City Attorney’s Office. Most recently, she headed the Risk Management, Public Works & Contracts Unit. She also ran the former Code Enforcement Unit, which at the time included Oakland’s Neighborhood Law Corps – an award winning program that takes on slumlords, blight, prostitution and other neighborhood problems.
Moreno lives in Oakland’s Glenview neighborhood. Her husband is a longtime Oakland public school teacher, and her son attends New York University.
