The City Attorney’s Office maintains a list of attorneys and law firms that have responded to the Office’s Request for Qualifications (“RFQ”) to provide services in each of the practice areas in which we regularly require services.
The RFQ process allows the City Attorney’s Office to compare the skills, prices, and expertise of attorneys that practice in an area in a competitive and open manner. The RFQ is ongoing so that additional firms can submit responses at any time.

Attorneys and law firms selected to serve as outside counsel for the City Attorney’s Office are engaged through our Standard Professional Services Agreement and must comply with the City of Oakland’s Contract Schedules.
The Office of the Oakland City Attorney is responsible for providing all legal services for the City of Oakland and Oakland Redevelopment Agency, as well as all City boards and commissions and certain joint powers authorities. The City Attorney retains outside counsel for three types of matters/cases: (1) cases that require specialized expertise that our Office does not have in-house; (2) cases that present conflict of interest issues; and, (3) cases that we cannot handle due to lack of capacity due to reductions to the City Attorney’s budget.
The City of Oakland engages outside counsel only through the Office of the City Attorney. The City Attorney requests detailed information regarding the qualifications of attorneys or law firms interested in providing legal services to the City of Oakland to establish a list of qualified attorneys or law firms from which outside counsel may be selected. The City Attorney is issuing this RFQ for outside counsel to advise the Oakland Police Commission. Outside Counsel will provide periodic training on Brown Act compliance, parliamentarian procedure and other matters as assigned, and must be available to sit at the dais during the Commission’s regular and special meetings. The City Attorney requests detailed information regarding the qualifications of attorneys or law firms interested in providing legal services to the Commission to make this appointment and to establish a list of qualified attorneys or law firms from which future outside counsel may be selected.
