Celso D. Ortiz is a Senior Deputy City Attorney with the General Government Unit in the Advisory Division, serving as Departmental Counsel to the Public Works Department, the Department of Transportation, Purchasing, and to the Department of Information Technology.
Celso previously worked as an attorney for Kaiser Permanente in Oakland where he served as Regional Counsel to Kaiser Foundation Health Plan of Texas, Inc. where he advised Kaiser Texas’ Board of Directors, and advised the Regional Manager and Medical Director of Kaiser Texas with respect to general corporate and government affairs matters. He was also counsel to Kaiser’s National Purchasing Organization headquartered in Oakland, California and advised Kaiser on medical supply and equipment purchase agreements and information technology agreements.
He received his law degree from the University of California, Berkeley Law School and a Master’s degree in City and Regional Planning from Cal as well. He has a bachelor’s degree in Anthropology from Stanford University.
