H. Luke Edwards serves a Deputy City Attorney handling writs, appeals, and law and motion
matters for the City.

Ms. Edwards joined the City Attorney’s Office in 2023. Before that, she was a Deputy County
Counsel for the County of Santa Clara on the Social Justice and Impact Litigation Team. In that
role, she litigated high impact cases, including a successful challenge to the Trump
Administration’s public charge rule and a consumer protection action against Intuit based on
deceptive marketing practices. She also advised the County’s Department of Employment and
Benefits Services.

Before joining, the County Counsel’s Office, Ms. Edwards clerked for Judge Ronald M. Gould
on the Ninth Circuit and Judge David O. Carter on the Central District of California. Ms.
Edwards received her law degree from U.C. Berkeley, where she was awarded the Jamison Prize
for Scholarship and Advocacy and won the McBaine Honors Moot Court Competition.
