Mr. Quirk represents the City in a wide variety of cases including breach of contract, personal injury, property rights, and civil rights matters. Before joining the City Attorney’s Office, Mr.Quirk was an associate at the San Francisco office of Pillsbury & Coleman LLP, where he represented insurance policyholders and participants in employee benefit plans. He also worked as an associate at a large national law firm in San Francisco, and served as a Judicial Law Clerk to the Honorable Hilda G. Tagle, U.S. District Court Judge for the Southern District of Texas.
Mr. Quirk graduated from Boston University School of Law and earned a bachelor’s degree in Business Administration from San Francisco State University.
Mr. Quirk is admitted to practice law in all courts of the State of California, the United States District Courts for the Northern, Central, Eastern, and Southern Districts of California, and the United States Court of Appeals for the Ninth Circuit.
